China Manufacturing Sector Drives 3.3% Year-on-Year Growth in 2026 Steel Demand

China’s domestic steel demand is projected to expand by 3.3% year-on-year in 2026. This growth is anchored by resilient manufacturing and export performance. It occurs despite a prolonged downturn in property and infrastructure sectors.


Manufacturing Sector as the Primary Demand Engine

Analytical data from S&P Global Energy CERA, cited by Eurometal, forecasts total manufacturing steel demand to reach 344 million tonnes this year. This projected increase follows a 4.7% expansion recorded last year. Key downstream segments bolster metal consumption. These include mechanical engineering, automotive manufacturing, household appliances, clean energy infrastructure, and shipbuilding.

Manufacturing’s share of total structural steel consumption in China will climb to 52% in 2026. This is up significantly from 46% in 2023. This structural shift underscores how industrial fabrication offsets weak domestic construction activity. It provides crucial support for local steel mills and raw material suppliers.


Capacity Controls and Environmental Mandates

Regulatory bodies in China are actively implementing measures to address structural overcapacity in heavy industries. The National Development and Reform Commission established rigorous capacity controls. These cover steel, oil refining, copper smelting, alumina, and coal chemical sectors. Direct production cut mandates vary. However, these regulatory mechanisms aim to stabilize long-term market balance and prevent severe gluts.

National environmental targets require continued reductions in carbon emissions per unit of GDP. They also mandate minimum renewable energy consumption quotas. These intersecting trade policies, environmental regulations, and shifting domestic demand patterns will continue to shape Asian steel mill operating rates and global raw material trade flows.
