Konkola Copper Mines Seeks Zambian Export Duty Waiver for Complex Concentrates

Konkola Copper Mines (KCM) is actively engaging Zambian government ministries to secure a new export duty waiver for hard-to-smelt copper concentrates that cannot be processed locally or during active facility maintenance. The move comes in the wake of the successful restart of KCM’s Nchanga smelter following an extensive $40 million rehabilitation project. While KCM’s primary objective remains the domestic beneficiation of copper materials, company leadership stresses the commercial necessity of exporting specific metallurgical grades that exceed domestic processing capabilities.

Smelter Rehabilitation and Operational Restart

The Nchanga smelter successfully resumed operations on September 13 following an extended shutdown that began on June 1. Although initially scheduled for a standard 60-day overhaul, comprehensive engineering inspections revealed the need for additional critical maintenance work, bringing total rehabilitation expenditures close to $40 million. Alongside primary smelting, the facility’s sulfuric acid production has also resumed, with all output fully consumed by KCM’s captive Nchanga tailings leach plant to support ongoing leaching operations.

Long-Term Production Targets and Expansion

KCM’s operational strategy remains aligned with Zambia’s broader national ambitions to scale copper output toward 3 million tonnes annually by 2031. KCM itself maintains a corporate target of reaching 300,000 tonnes of annual copper production by 2031. To support this trajectory, the company recently awarded a $498 million engineering, procurement, and construction contract to China Nerin Engineering for a new tailings leach plant in Chingola. This project complements Vedanta Resources’ ongoing $1 billion investment program, which features major development milestones at the Konkola Deep Mining Project.

Regional Concentrate Balances and Seaborne Markets

Zambia previously suspended concentrate export duties between August 2025 and September 2026 to clear regional stockpiles while major domestic smelters underwent scheduled maintenance. With the Nchanga smelter now back online, KCM intends to balance its processing capacity by evaluating third-party concentrate purchases on a case-by-case basis. Meanwhile, broader seaborne copper concentrate markets remain under pressure, with the weekly copper concentrates TC index reflecting tight processing fee dynamics as global smelting capacity competes for available mine supply.

SuperMetalPrice Commentary:

KCM’s push for a targeted export waiver highlights the complex metallurgical realities of African copper processing. As Zambian smelters ramp up following major maintenance turnarounds, balancing domestic beneficiation mandates with the export of unprocessable complex ores remains a delicate regulatory tightrope for miners and policymakers alike.
