Oklahoma Refining Strategy Strengthens US Critical Minerals Supply Chain

Oklahoma is positioning itself at the center of the US critical minerals supply chain by emphasizing refining, processing, and manufacturing. Rather than mining raw materials, the state aims to produce aluminum, rare earth magnets, and battery components essential for aerospace, defense, and advanced manufacturing.

Federal funding, including programs under the CHIPS and Science Act, is encouraging companies to establish industrial facilities domestically. Oklahoma’s strategy focuses on filling the “missing middle” of the supply chain, bridging raw materials to finished industrial products.

Industry leaders highlight that domestic refining reduces dependence on foreign processing, particularly from China. By developing smelting, magnet production, and lithium refining, Oklahoma seeks to secure both civilian and defense-related supply chains.

 

Aluminum Smelter and Rare Earth Magnet Projects Drive Growth

A centerpiece of Oklahoma’s plan is a $4 billion aluminum smelter from Emirates Global Aluminium near Tulsa. The Port of Inola offers barge access through the McClellan–Kerr Arkansas River Navigation System, connecting materials to U.S. manufacturing hubs efficiently.

Oklahoma’s abundant wind and natural gas energy resources provide relatively low-cost power, a critical factor for energy-intensive aluminum production. Meanwhile, USA Rare Earth is building a rare earth magnet manufacturing facility in Stillwater with $1.6 billion in combined funding. These magnets are essential for electric motors, guidance systems, and defense applications.

The state also supports lithium refining projects, such as Stardust Power in Muskogee, which has secured major offtake agreements and feedstock partnerships. Together, these initiatives aim to create a vertically integrated critical minerals cluster.

 

Defense and Aerospace Anchor the Industrial Cluster

Oklahoma’s existing aerospace and defense industries provide a strong foundation for the emerging cluster. The state hosts five military installations, including Tinker Air Force Base, the world’s largest maintenance and repair hub for military aircraft.

This industrial base enhances the viability of refining and component manufacturing projects. By connecting critical mineral processing to local aerospace and defense capabilities, Oklahoma strengthens U.S. resilience in high-tech manufacturing and national security.
