Ukraine Launches Anti-Dumping Probe into Rolled Steel Imports from Malaysia

Ukraine has initiated an anti-dumping investigation into imports of coated carbon steel flat products from Malaysia. Authorities suspect that Malaysian imports may be used to evade duties previously imposed on Chinese steel.

 

Trade Route Shift Raises Red Flags

The Interdepartmental Commission on International Trade (ICIT) launched the investigation following a joint complaint by Heavy Metal LLC and MODUL-UKRAINE LLC. These Ukrainian producers claim that trade routes shifted after anti-dumping duties on Chinese steel began in 2023. Notably, imports from China dropped while those from Malaysia increased.

The Ministry of Economy supports the investigation. It believes some imports may involve artificially low customs values to avoid duties. Authorities suspect circumvention of trade restrictions through indirect shipments of Chinese-origin products via Malaysia.

 

Importers Must Prepay Duties During Investigation

As part of Ukraine’s ongoing anti-dumping efforts, the Interdepartmental Commission on International Trade (ICIT) issued Decision No. AD-575/2025/441-01. This measure mandates that importers from Malaysia make advance payments into the State Treasury account. These deposits will be used to cover duty liabilities if the investigation confirms any circumvention of anti-dumping measures.

To strengthen the enforcement, the State Customs Service will assist with the investigation. Meanwhile, the Ministry of Economy urges all stakeholders to submit factual documentation in Ukrainian within the legally defined timeframe. The Commission’s decision, part of a wider Ukraine anti-dumping strategy, becomes effective 10 days after its official publication.

According to GMK Center, Ukraine saw a significant increase in flat steel product imports. Between January and March 2025, the country imported 268,250 tons, which represents a 28.8% year-on-year rise. The main sources included Turkey, Poland, Slovakia, China, and Italy. In 2024, total imports of these products reached 983,490 tons, growing 8.3% from the previous year.

This surge in imports, especially from countries like Malaysia, has raised concerns under Ukraine anti-dumping policies. The investigation aims to determine whether these inflows are bypassing existing duties imposed on Chinese-origin steel.
