EU Imposes Antidumping Duties on Hot Rolled Coil Imports

The European Commission has imposed new antidumping duties on hot rolled coil (HRC) imports from Egypt, Japan, and Vietnam. These duties, effective September 25, range between 6.9% and 30%. The move follows a detailed investigation prompted by Eurofer’s complaint alleging unfair pricing practices. The Commission found that certain exporters sold steel at below-market prices, harming the EU steel sector. However, Indian-origin material and Vietnam’s Hoa Phat Group are exempt from duties after proving fair pricing.

The investigation covered imports from April 2023 to March 2024 under CN codes 7208 and 7211. Egyptian producers face an 11.7% duty. Japan’s Tokyo Steel received a lower rate of 6.9% due to cooperation, while Daido Steel and JFE Steel were assigned 9.8%. Nippon Steel and other Japanese exporters face the highest 30% duty. Most Vietnamese exporters have a 12.1% rate except Hoa Phat Group. These measures aim to curb unfair price competition and support EU steelmakers.

Evidence showed a rise in imports from these countries, with their market share increasing from 4.2-6.1% in 2021 to 7.6-10.1% during the review period. Industry profitability fell due to lost market share to dumped imports.
