State-owned mining giant Codelco and Pucobre have established a strategic joint venture. They will develop the Tovaku copper project in northern Chile’s Antofagasta Region. This move reinforces long-term cooperation and expands regional copper supply pipelines.


Project Structure and Investment Scope

The Tovaku copper project involves an estimated capital investment of $870 million. Pucobre holds a 60% controlling stake, while Codelco holds the remaining 40%. The initiative builds upon a collaborative partnership that began in 2009. Under the agreed corporate framework, Codelco provides the essential mining concessions. Pucobre contributes technical studies and fully finances the development and construction phases without capital contributions from Codelco.

Spanning an estimated operational life of 21 years, the open-pit mine targets an annual production of 46,000 tonnes of high-purity copper cathodes. Commercial operations will commence once construction is complete. The resource deposit contains approximately 633 million tonnes of mineral reserves. Project planners emphasize that the site features shallow mineral resources. It also has low acid processing requirements, which help optimize operating efficiencies and reduce development hurdles.

Sustainability and Operational Strategy

Environmental responsibility and water conservation represent core priorities for the Tovaku development team. The project infrastructure is engineered to utilize untreated seawater exclusively. Current project timelines focus heavily on detailed engineering, securing environmental permits, site preparation, and major equipment procurement.

Official project milestones target initial commercial production by 2030. The formal signing ceremony took place at Codelco’s corporate headquarters in Santiago.
