Vietnamese Rebar Imports Trigger UK Trade Scrutiny

The UK Trade Remedies Authority (TRA) launched an investigation into Vietnamese rebar imports after 7 Steel raised concerns over WTO thresholds. A London trader highlighted that a July shipment of 21,184 tonnes marked Vietnam’s first rebar delivery to the UK since 1991. Including EU imports, Vietnam now accounts for 3.1% of the UK market, slightly exceeding the 3% WTO threshold.

Domestic producers and authorities faced criticism for allegedly being tipped off about the shipment. UK Steel’s Peter Brennan argued the developing nation exemption is ineffective, as Vietnam’s larger steel industry can quickly divert volumes to the UK. By the time quotas adjust, domestic producers may already suffer market losses.

Meanwhile, the trader noted that it canceled further Vietnamese shipments to avoid 25% duties. Domestic fabricators struggle to source rebar due to limited suppliers and sustainability criteria, compounded by EU and global import dynamics.

 

Market Dynamics and Competitive Pressures

EU suppliers, particularly Portugal, now account for over 40% of UK rebar imports. Turkey remains the largest non-EU supplier at nearly one-third of total imports, followed by Algeria at 16%. Competitive advantages and lower carbon emissions in Turkish production highlight the tension between cost, sustainability, and domestic protection measures.

Quotas on Turkey aim to shield higher-cost UK producers, yet traders argue the safeguards distort competitive markets. As a result, importers and domestic players must navigate complex trade rules while balancing costs, carbon targets, and supply security.
