Surge in Ukraine Steel Consumption Reflects Market Growth

Ukraine increased its steel consumption by 22.6% year-on-year in January-August 2025, reaching 2.81 million tons, according to Ukrmetprom data. Imports played a significant role, accounting for 37% of the domestic market with 1.04 million tons, up 25.1% from last year. The rise in imports highlights Ukraine’s growing reliance on foreign flat rolled steel products, which dominate the import mix.

 

Ukraine Steel Consumption: Import and Export Dynamics

Domestic steel production slightly declined by 1.4% to 4.26 million tons, while exports fell 13% to 2.48 million tons during the same period. Despite this, shipments to the domestic market grew 21.2%, reaching 1.77 million tons. The export portfolio shifted, with flat rolled and long products gaining a higher share, reflecting evolving demand patterns. The EU remains the main export destination, taking over 81% of Ukrainian rolled steel exports.
