Ukraine’s mining and steel industry faces an operational crisis. This turmoil stems from military strikes, port blockades, rising logistics tariffs, and strict European import quotas. Consequently, Ukrainian MP Musa Magomedov issued a stark warning. He noted that without state intervention, domestic steel capacity could disappear by early 2027.


Production Stoppages and Infrastructure Attacks

Meanwhile, physical disruptions continue to cripple key steelmaking facilities. For instance, missile strikes forced Metinvest Group’s Zaporizhstal plant to shut down completely. As a result, management has no clear timeline for restarting operations. Furthermore, the Black Sea port blockade disrupts maritime routes for bulk commodities. Therefore, mining operations at the Southern Mining Plant have ceased entirely. Likewise, iron ore extraction in Kryvyi Rih will likely fall by 30% versus 2025 levels. Meanwhile, overland routes cannot handle these displaced export volumes.


Surging Logistics Costs and European Import Barriers

Additionally, inland transport costs worsen the sector’s financial distress. For example, Ukrainian Railways recently added a 30% freight tariff hike. Consequently, logistics costs now account for two to three times more of total production expenditures. Because cash reserves are exhausted, steelmakers can no longer absorb these costs.

Moreover, trade barriers create severe pressure in major export markets:

  • European CBAM Compliance: This regulation will add €50–€100 per tonne in carbon regulatory costs.

  • EU Import Quotas: Limits are now capped at 1.05 million tonnes annually. This represents a 60% drop from 2025 export levels.

  • Revenue Losses: As a result, quota limits will cost $1 billion in lost annual export revenue. Furthermore, the state budget will lose over 17 billion hryvnias.
