Major Recycled Aluminum Plant Could Boost U.S. Supply Chain

Aluminum Dynamics, a subsidiary of Steel Dynamics Inc. (SDI), has applied to build a new recycled aluminum melt shop in Benson, Arizona. The Arizona Department of Environmental Quality (ADEQ) recently published the permit application for public review. If approved, the facility would process aluminum scrap into ingots for SDI’s upcoming flat-rolled aluminum mill in Columbus, Mississippi.

The proposed Benson plant sits on a 200-acre site in Cochise County, strategically located in the southeastern part of Arizona. This marks a shift in SDI’s efforts to vertically integrate its aluminum operations across North America. Alongside existing plans in Mississippi and San Luis Potosí, Mexico, the Benson facility could significantly enhance SDI’s control over its aluminum supply chain.

However, the initiative has sparked local debate. While Benson city officials support the expected 90 new jobs, residents have raised environmental concerns. Critics fear the facility’s potential air pollution and high water usage—reportedly up to 5,000 gallons per minute—could threaten community health and local resources.

 

Aluminum Dynamics Strengthens North American Supply Network

The Benson facility would complement Aluminum Dynamics’ broader supply strategy, which already includes Owl’s Head Alloys in Mississippi and a slab mill in Mexico. These three locations—Mississippi, Mexico, and Arizona—form a planned supply triangle, feeding SDI’s mill currently under construction in Columbus.

Still, external factors may affect these plans. Supply from Mexico may face up to a 50% tariff under Section 232, plus further reciprocal tariffs, depending on ongoing U.S.-Mexico trade negotiations. This could make the Arizona facility even more vital for cost-effective, tariff-free production of recycled aluminum ingots.

ADEQ hosted a public comment session on Monday, where both concerns and support were voiced. ADEQ officials assured attendees that emissions testing and an ambient monitoring network would be in place. They emphasized ongoing oversight to ensure air quality compliance and environmental safety.

Strategic siting—paired with transparent environmental oversight—may ultimately determine the facility’s long-term success and regional acceptance.
