EU Enforces Strict Melt and Pour Rules on Steel Imports

The European Commission has officially warned steel importers that products entering the European Union without clear documentation proving their country of “melt and pour” will be subject to outright border rejection starting October 1. The new regulatory enforcement aims to close loopholes and prevent quota circumvention. However, it adds significant administrative burdens for global steel supply chains already facing high out-of-quota tariffs. Importers must disclose where the crude steel was originally melted. Failure to provide this proof will result in immediate delays or total exclusion from the EU market.


Compliance Burden Rises Under New Origin Requirements

The incoming regulations mandate that importers submit verification showing where the crude steel was originally produced—whether via traditional blast furnace routes or Electric Arc Furnaces (EAF) utilizing scrap metal. While the European Commission’s primary evidence remains a detailed Mill Test Certificate (MTC) containing heat numbers and origin data, officials have instituted a temporary transition period running through September 30, 2027. During this timeframe, alternative documentation such as commercial invoices, delivery notes, and long-term supplier declarations will be accepted.

However, industry analysts warn that relying on alternative paperwork carries significant operational risks. Customs authorities are expected to subject non-MTC documentation to lengthier verification procedures. These administrative delays could cause shipments to miss critical TRQ opening windows, automatically exposing buyers to hefty 50% above-quota trade tariffs.


Strategic Shift Toward Stricter European Trade Barriers

This regulatory tightening represents a fundamental shift in how the European Union manages trade protectionism and supply chain transparency. Market observers note that the data collected starting October 1 will directly inform future TRQ structural revisions. The Commission is evaluating new criteria for tariff-free market access. Under the proposed change, access depends directly on where mills melt primary steel rather than where companies export it from.

For European industrial consumers, these rules compound an already complex trade environment. Between evolving Carbon Border Adjustment Mechanism (CBAM) requirements and lower quota volumes, procurement managers must completely restructure overseas purchasing strategies to avoid unexpected tariff surcharges and import disruptions.
